It provides five tools: calculate_tax_credit, list_rule_packs, get_rule_pack, verify_tax_credit_result, and describe_agent. Each result includes a verifiable audit SHA-256 and notary payload.

Pricing is 100 free calls per day, then $2.00 per tax-credit calculation through the fleet payment and redeem_payment loop. The trust and settlement rails remain free.
